陈巍  优秀涉外律师

陈巍律师分别持有中华人民共和国执业律师资格以及美国加利福尼亚州律师资格。先后获得中山大学英文硕士学位及美国金门大学法律硕士学位。现为德恒律师事务所合伙人，北京市律师协会国际投资法律事务专业委员会委员。

陈巍律师在长期的律师执业过程中，在外商直接投资及并购、海外投资、国际商务谈判、国际娱乐及IT、国际诉讼与仲裁等领域积累了丰富经验。
 

在外商直接投资及并购领域，陈巍律师曾代理众多大型跨国公司在中国境内投资于房地产开发、电信增值业务、工程施工、工程监理、航空、国际货物运输代理、物流、水泥生产、技术咨询等多个领域，投资形式包括新设企业及并购内资企业及外商投资企业。
 

在涉外技术引进领域，陈巍律师曾代理德国某知名铁路技术公司开展与中国铁道部的高速铁路技术引进项目；代理某大型国有银行、保险公司开展涉外金融软件引进项目；代理某大型国有汽车制造公司开展涉外变速箱技术引进项目；代理某大型国有软件公司与纳米比亚总统府开展软件许可项目等。
 

在国内企业海外投资领域，陈巍律师曾作为多家大型国内公司的法律顾问协助客户在法国、荷兰、比利时等国家新设工厂或并购当地企业。
 

在国际商事诉讼与仲裁领域，陈巍律师曾代理国内众多企业在中国国际经济贸易仲裁委员会、美国加利福尼亚州法院进行仲裁及诉讼，并协助法国、日本律师开展仲裁裁决在当地的执行工作。
 

在国际娱乐、IT法律领域，陈巍律师曾代表日本、韩国、美国、香港等国家及地区的娱乐公司在国内开展影视剧的版权许可贸易、增值电信业务等活动。
 

此外陈巍律师还一直担任众多国际跨国公司、大型国有企业及民营企业的常年法律顾问，为客户提供全面的法律服务。
 

陈巍律师曾任美国律师协会国际法分会2005年华盛顿春季会议演讲人、美国青年律师协会2006年西雅图“Doing Business in Asia”论坛演讲人、中国中央电视台英文国际频道访谈节目演讲人。

David Wei CHEN is partner of DeHeng Law Offices, currently practices in the Beijing Office. Mr. Chen holds master of laws (L.L.M.) from Golden Gate University and Master of Arts from Sun Yat-Sen University. Mr. Chen is admitted in the People’s Republic of China and in California, USA. He is currently a member of the Investment Committee of Beijing Lawyers’ Association.
Through his long practices, Mr. Chen has established himself in the fields of Foreign Direct Investment, Corporate Law, M&A, Commercial Negotiations, Intellectual Property Protection, Commercial Arbitration and Civil Litigation.
In the fields of direct investment and M&A, Mr. Chen has assisted scores of companies and institutions from North America, Europe and Asia in industries of telecommunications, construction, BOT, construction supervision, logistics, manufacturing, aviation, and technology consultation. The investment forms cover new establishment of wholly owned foreign investment company, equity joint venture, and cooperative joint venture and also merger and acquisition of existing companies in different forms. He has extensive experience in handling strategic planning, high level negotiations, documentation, incorporation and legal compliance relating to the full scope of matters in which foreign entities engage in China.  
Mr. Chen specializes in Intellectual Property Rights protection and enforcement and has successfully used the presently available procedures to handle many infringement and counterfeit cases, such as administrative procedures and court proceedings.  He has been serving as a counsel in this respect to many famous companies, giant entertainment companies and television stations in China and also from United States, Japan, South Korea and Hong Kong.
Mr. Chen is also experienced in arbitration and litigation. He has successfully represented many large companies in their huge amount and complex arbitrations and litigations.

˙General Outside Counsel to a Billion Investment in Stainless Steel in North East China, which involves strategic planning for suitable forms of the company, M&A with a Chinese company, and financing, negotiations with relevant governmental bodies to obtain the relevant approvals and favorable policies;
˙Outside Counsel to a major aircraft maintenance joint venture company in Beijing between a major German Airline and a major Chinese Airline;
˙General Outside Counsel to a German listed company in the establishment of series of joint ventures in railway construction in China, which involves strategic design for the suitable forms of the company, tax planning, M&A, negotiations with relevant governmental bodies;
˙General Outside Counsel to a European Telecom Company in its investment in China, which involves complex design of company structure, application of ICP license and M&A;
˙Representation of a major German construction company in a large railway Bidding Project;
˙Representation of a US company in the transfer of Equity in a joint venture in the medical industry;
˙Outside Counsel to giant entertainment companies from US, UK, Japan, Korea, and China;
