陈发云的专业领域为国际诉讼与仲裁、跨国投资与并购、外商投资、知识产权、“两反一保”、美国337调查等涉外跨境法律业务。能够用熟练的英语从事涉外谈判、纠纷解决等涉外业务。前后执业二十四年，积累了丰富的涉外非诉、国际诉讼与仲裁的实战经验。

律师执业前，陈发云曾在大学执教英语、在省社会科学院从事国际经济法研究。陈发云具有中外法学、英语教育背景，拥有国际商法硕士学位（英国利物浦大学）、法学、英语双学士学位（复旦、安徽师范大学），曾被公派美国马里兰大学做访问学者，并在德国汉堡大学受过培训，期间分别在美国众达（Jonesday）及英国欧华（DLA Piper）律师事务所见习。

陈发云律师荣获全国“一带一路”十佳律师

 陈发云曾为投资总额过百亿元人民币的英国捷豹路虎与奇瑞汽车合资项目提供全程法律服务。该项目被香港《商法》月刊评为“2012年度最杰出交易”。陈发云代理过美国联邦法院、伦敦海事仲裁员协会（LMAA）、国际商会（ICC）仲裁院、香港国际仲裁中心（HKIAC）、日本家庭法院、香港高等法院、新加坡国际仲裁中心（SIAC）等境外司法、仲裁机构审理的民商事案件，如美国联邦地区法院、香港国际仲裁中心审理的美国某公司诉某知名汽车股份有限公司RICO欺诈及合作纠纷案，涉案金额达150亿美元；又如，成功代理国内某商业银行在伦敦应诉根据伦敦海事仲裁员协会规则（LMAA）提起的退款保函索赔纠纷仲裁案，使业内公认的死案“起死回生”，为银行避免巨额经济损失 。《法制日报》首届“中国律师故事”专栏以“陈发云：帮中国企业打赢国际官司”为题对他做过专题报道。 

作为中国贸仲、新仲、港仲等国际仲裁机构仲裁员，近年来以独任、首裁及边裁仲裁员身份，审理与裁决了数十件以上涉外商事仲裁案件。

执业之余，陈发云应邀为中国律师和企业做了大量培训工作，如为全国工商联、国务院国资委、江苏省商务厅、江苏省工商联等主办的各类研讨班授课或做报告。应浙江省、天津市、山东省、河北省、湖南省、广西壮族自治区、四川省、广州市、苏州市、无锡市等全国各地律师协会的邀请，为全国律师同行做跨境诉讼与仲裁法律实务培训。还多次应邀出席国际会议并发表演讲，如中德政府合作律师交流项目研讨会、美国律师协会年会、中美法治与人权研讨会、环太平洋律师协会仲裁委员会年会、中英法治圆桌会议、国际商会一带一路争端解决管理的最佳实践研讨会、首届贸仲全球仲裁员大会等国际会议。

陈发云律师参加“2018全国律协涉外律师领军人才成都年会暨中国·四川‘一带一路’法律服务论坛”

受邀牵头编写全国普法办、全国工商联联合出版的七五普法教材《非公有制企业经营管理法律知识及风险—以案释法读本》并担任副编审；主编《全球40个国家与地区公司设立法律指南》，《中国企业对外投资和跨国经营实用法规手册》，连续四年主编由中华全国律师协会资助、法律出版社出版的“涉外律师在行动”系列丛书；著有Cross-Border Mergers & Acquisitions in China: Law and Practice（《外资在华并购：法律与实务》），参与全国律协主编的中英双语《“一带一路”沿线国家法律环境国别报告》哈萨克斯坦篇的编写等，并在国内外法律专业刊物上发表中英文论文多篇。

2016 年，被中华全国律师协会、法制日报社、中国律师网、法制网联合评选为“2016 年度中国律师行业最受关注新闻人物”。 2018 年，获得江苏省司法厅、江苏省商务厅、 中国国际贸易促进委员会江苏省分会、江苏省律师协会“双十佳”荣誉：“江苏省十佳涉外律师”及“十佳服务案例”。

(Walter) Fayun Chen is Senior Partner and Senior Counsel of Grandall Law Firm（Nanjing）, Member of the “Leading Chinese Lawyers Dealing with Cross-Border Legal Affairs” of All China Lawyers Association and Member of the “Pool of Lawyers Engaged in Foreign Related Legal Matters” of the Department of Justice of P.R.China.  He is arbitrator of China International Economic and Trade Arbitration Commission (CIETAC), Singapore International Arbitration Center (SIAC), Hong Kong International Arbitration Center (HKIAC) and a number of other top arbitration institutions. He is a member of ICC China Arbitration Committee and fellow of Hong Kong Institute of Arbitration (FHKIArb). 

Being in legal practice for 24 years, Walter Chen has accumulated abundant practical experience in non-litigation, litigation and arbitration matters, especially, in handling complicated cases in the United States, Britain, Singapore and Hong Kong, and mainland China. He has represented Chinese clients in numerous civil and commercial cases heard by the US federal district courts, London Maritime Arbitrators Association(LMAA), ICC International Court of Arbitration, Singapore International Arbitration Center(SIAC), Hong Kong International Arbitration Center(HKIAC), Hong Kong High Court, and other overseas judicial and arbitration institutions, inter alia, he once successfully represented a well-known Chinese automobile enterprise in a huge case first tried in a US federal district court, then after the proceedings being stayed, heard in HKIAC. The amount claimed in such case was over USD 15 billion. The case was supposedly the largest case against Chinese business sued overseas. He also successfully represented a Chinese bank in responding to a refund guarantee case brought in London in accordance with the LMAA Rules. The claimed amount was over USD 20 million. In this case, a rarely seen defence of public policy was used which rendered the underlying shipbuilding contract unenforceable. As a result, the case was won. He once provided legal services for the automobile joint venture project between Jaguar Land Rover and Chery Automobile, the total investment of which was as high as RMB 10.9 billion. The project was rated the “Best Deal of the Year 2012” by China Business Law Journal, Hong Kong.

Walter Chen graduated from the Faculty of Law of the University of Liverpool with a degree of master of laws in international business law. Before that, he graduated from Fudan University with a Bachelor Degree of Laws and from Anhui Normal University with a Bachelor Degree of Arts. He pursued WTO and US trade law studies in the University of Maryland as a visiting scholar, and got trained as well on cross-border M&A in the University of Hamburg. He interned at Washington D.C. Office of Jones Day and Hamburg Office of DLA Piper. He was rated by All China Lawyers Association together with other legal media as the “Lawyer of the Year 2016”, and Jiangsu Provincial Department of Justice, Jiangsu Provincial Department of Commerce, Jiangsu Provincial Bar Association and Jiangsu Sub-Council of China Council for the Promotion of International Trade as one of “Ten Top Lawyers Involved in Foreign-Related Legal Matters”. The prestigious newspaper Legal Daily once published a feature report titled “Walter Chen: Helps Win an International Lawsuit for Chinese Business”.
