闫海博士是该所的高级合伙人，以及反垄断及贸易法律业务的负责人。广盛律师事务所是中国大型的律师事务所，在北京和上海分别设有办公室。闫博士的执业领域包括反倾销反补贴调查，反垄断法和海关法。

闫律师在国家商务部条法司和公平贸易局担任过多年的法律官员，曾在世界贸易组织（WTO）接受专业的法律培训，参与过多起中国反倾销反补贴和竞争法律案件，起草了部分贸易法律，参与中国在世界贸易组织的法律谈判工作，对反垄断、国际贸易和投资法律案件的处理有着深厚的功底。闫律师曾在美国著名的Sidley Austin律师事务所从事贸易法律业务，参与多起贸易和投资纠纷案件的解决。
在Chambers and Partners发布的2009-2012年度律所排名中，闫博士带领团队获选连续排在中国律师事务所的前几名。他亦带领的反垄断团队连续列入2010-2012年Corporate International优秀反垄断律师排行。
闫律师毕业于在美国以贸易法和公司法著称的名牌大学乔治城大学法学院（Georgetown University），师从WTO之父John H. Jackson教授；深造期间获该校国际经济法研究所成员荣誉称号。闫律师拥有中国政法大学国际经济法法学博士和硕士学位，及经济法的法学学士学位。

Hai Yan is a senior partner of the International Trade and Anti-Trust Law Practice in Guangsheng & Partners, one of the best trade law firms in China, with its headquarter in Beijing and Shanghai. His practice area includes anti-dumping, countervailing duty investigations, anti-trust law and Customs Law.

Dr. Yan is an expert in international trade and anti-trust cases. He has successfully represented Fortune 500 multinational companies in many trade cases, including sectors like petro-chemicals, steel products, agricultural products, electronics, fine-chemical products, machinery and other industries. He has been deeply involved in complicated custom and trade issues, as well as anti-trust reviews on behalf of multinational corporations doing business in China, and successfully got quick approval for foreign and Chinese companies in merger reviews and best results in international trade cases.

Dr. Yan has served as a senior investigation officer and a government legal counsel in the PRC Ministry of Commerce (MOFCOM) for six years. He was trained in World Trade Organization, actively involved in drafting MOFCOM anti-dumping, countervailing duty and safeguard measure regulations, and participating in WTO negotiations. He also worked for a top tier US trade law firm on international trade and anti-trust law.

Dr. Yan’ team has been ranked as a top tier trade law team in Chambers and Partners, Legal 500 and Who’s Who Legal in recent years. He was also listed in Corporate International as a best antitrust lawyer from 2010 to 2012.

Dr. Hai Yan obtained his LL.M from Georgetown University Law Center (US) with a fellowship, his PhD and Master degree in International Economic law with distinction from China University of Politics and Law. He is also an expert on accounting issues.
