唐金龙 博士

中银律师事务所首席合伙人、高级律师，法学博士、金融学博士，曾留学法国巴黎。曾任中国证券监督管理委员会第六届股票发行审核委员会专职委员。现任国家开发银行贷款委员会行外独立委员、中国人民大学法学院特聘教授、中南大学法学院兼职教授、中华全国律师协会金融证券专业委员会副主任、北京市律师协会公司法专业委员会主任、英国皇家特许仲裁员协会仲裁员、中国国际经济贸易仲裁委员会仲裁员及北京仲裁委员会仲裁员。

唐金龙博士是中国最具影响力的金融证券律师之一。作为我国最早从事证券法律业务的资深专业律师，唐博士从1993年至今参加了300余家公司股份制改造、股票（A股、B股、H股、N股、S股、ADR）发行与上市、企业并购、资产重组等证券法律业务。

唐金龙博士擅长银行法律业务，并颇有建树，作为金融法律专家和学者，唐博士长期以来为我国政策性银行（国家开发银行、中国进出口银行）、国有商业银行（中国银行、中国工商银行、中国建设银行、中国农业银行）、股份制银行、非银行金融机构等数十家金融机构提供了包括项目融资、贷款评审、进出口信贷、BOT项目、银团贷款、债转股项目、境内外发债等法律服务。唐博士在律师界和金融界首倡“金融法治”理念，强调“金融要与法制结合，法律要为金融服务”。

唐金龙博士对保险理论和实务也有精深研究，为保险监管部门提出过许多很有价值的建议。唐博士与中国保险监督管理委员会吴定富主席共同编写的《保险职业道德教育读本》已被列为保险业培训必备教材。唐博士在律师界和保险界首倡“保险律师”新概念，积极开拓保险法律业务新领域。

唐金龙博士也是商事仲裁和诉讼领域的知名专家，曾供职于中国国际经济贸易仲裁委员会秘书局，现担任多家国际国内知名仲裁机构的仲裁员，并与国内有关司法机构保持着良好的工作关系，曾办理数十起有重大影响的国际国内仲裁和诉讼案件，积累了丰富的仲裁和诉讼经验。

唐金龙博士是我国律师界目前唯一的法学和金融学双博士，具有深厚的专业造诣。唐博士的著述颇丰，出版了金融、证券、仲裁和诉讼方面的著作十余部，发表文章百余万字。精通英语（有英文著作）、法语（曾留学法国），懂日语。

TANG , Jinlong

Dr. TANG, Jinlong,Chief Partner of Zhong Yin Law Firm, SJD, PhD in finance, ever studied in Paris, was a member of the Sixth Public Offering Review Committee of China Securities Regulatory Commission. Dr.Tang is an independent member of Loan Examination Committee of China Development Bank，Professor of Renmin University of China and  Professor of South-Central University of China, vice-director of Finance & Securities Committee of All China Lawyers  Association, an arbitrator of the Chartered Institute of Arbitrator in London, an arbitrator of China International Economic & Trade Arbitration Commission (CIETAC), an arbitrator of Beijing Arbitration Commission and the chief director of Company Law Committee of Beijing Lawyers Association.

Dr.Tang is one of the most influential financial and securities lawyers in China. He has advised over 300 companies on securities matters, including restructuring, M&A, assets restructurings and public offerings of stock shares (A, B, H, N, S, and ADR) since 1993.

Dr.Tang specializes in banking law, and has advised state-owned commercial banks (BOC, ICBC, CCB, ABC), policy banks (CDB,CIEB) and non-bank financing institutions in the field of project financing, export and import financing, BOT, debt-conversion-into-stock and issuing bonds domestically and internationally. Dr.Tang initially  advocated “finance by law” in finance and legal areas, and emphasizes “finance should collaborate with law and law should serve finance”.

Dr.Tang has done deep research in insurance theory and practice, provided valuable advice for insurance regulatory institutions. Dr.Tang co-edited the book entitled Professional Morality of Insurance, with Mr. Wu Dingfu, president of China Insurance Regulatory Commission. Dr.Tang initially advocated “insurance lawyers” in law and insurance field and actively promote new legal service in insurance field.

Dr.Tang is a famous expert in financial and commercial arbitration and litigation. Dr. Tang worked in the Secretary Bureau of CIETAC, is appointed arbitrator of several domestic and international arbitration commissions. Dr. Tang also keeps favorable working relationships with juridical institutions, advised tens of significant international and domestic cases and accumulates rich experience.

Dr.Tang is the only Chinese lawyer who has “double doctors” degree both in law and finance and has made profound and specialized achievement. He drafted and published about tens of books in finance, securities, arbitration and litigation. He published quite a few of articles having million words in total. Dr.Tang speaks Mandarin, English, French, and conversant in Japanese.
